All residents are encouraged to attend. The Annual Meeting is an important opportunity to hear updates from the Board, learn about Association business, and participate in key discussions and votes.
Bylaws Review & Vote
Materials related to the bylaws review will be made available ahead of the meeting. In addition, informational sessions will be held to provide background, explain proposed changes, and answer questions prior to the vote.
A formal vote on the bylaws will take place during the Annual Meeting on February 21.
Bylaws Information Sessions
The Association will hold informational sessions to provide an overview of the revised Bylaws and to respond to member questions. These sessions are educational in nature and are not voting sessions.

Voting on Bylaws
Members may vote on the proposed Bylaws either:
In person at the Annual Meeting, or
By submitting an absentee ballot.
Absentee voting is optional. Members who wish to vote by absentee ballot must submit the completed ballot in accordance with the instructions provided, no later than February 18. Submission of an absentee ballot will replace in-person voting on this matter.

SHHA Board of Director Candidates
In accordance with the SHHA Bylaws, the following qualified candidates have been nominated for election and will be voted on by the Association membership at the Annual Meeting using plurality voting. This document provides a brief explanation of plurality voting.
Andrea Edmonds is a New Mexico native who has lived in Sandia Heights for 4 years after spending 15 years in High Desert. She is a practicing CPA with >25 years serving in financial leadership roles for public and private companies. She has a BBA in Accounting from UNM, an MBA from UNM in Management Information Systems and a Masters in Taxation and currently serves on the SHHA Finance Committee. She loves the outdoors and you will regularly find her walking her German Shepperd and riding her bicycle through the hills of Sandia Heights. She looks forward to serving the SHHA community.
Paul Baumgartner has been a Sandia Heights resident since May 2024. A retired auto mechanic and handyman, he is a husband, father, and grandfather to two boys who also live in the neighborhood. He has a long-standing commitment to service and is currently volunteering with the Covenant Support Committee as well as serving as a CSC–ACC liaison.
Robin Dozier Otten resided in Sandia Heights from 1978 until 2021. She missed the many benefits of living in this spectacular neighborhood, so last summer she purchased a smaller house (with no stairs!) and is thoroughly enjoying being back. Robin is President and CEO of RDO Strategic Consultants, LLC, a public-issues consulting firm founded in July 2003 in Albuquerque, New Mexico. RDO Strategic Consultants’ services include policy development, advocacy and entrepreneurial and non-profit expertise. In late 2009, Robin was appointed by Mayor Richard J. Berry to serve as director of the City of Albuquerque’s Family and Community Services Department. Her public service experience also includes eight years on former New Mexico Governor Gary Johnson’s cabinet, first as Regulation and Licensing Department superintendent and later as Human Services Department secretary. Previously, Robin had been in the private practice of law at Otten, Vogel and Campbell, PC, a firm she founded in 1987. In addition to serving on the SHHA board of directors from 1990 until 1996, Robin has also held leadership positions on several other not-for-profit boards, including Heading Home, Goodwill Industries of NM, NM Appleseed, the Institute for Economic Empowerment of Women and the National Association of Women Business Owners NM (NAWBO). She has chaired the federal NAWBO Political Action Committee and is a recipient of the NAWBO National Public Policy Advocate of the Year award. She is a graduate of the University of New Mexico with a B.A. in government and received her law degree in 1981 from UNM law school. She is the mother of two adult daughters, Elizabeth Otten Hepworth and Amy Otten Staples, M.D. Together they and their husbands have graced the family with five granddaughters.
